CHAIRMAN AND CEO
A decorated police general, a trailblazing lawyer, a celebrated author and TV personality, and a Philosophiae Doctor, Atty. Lucas Mallillin Managuelod juggles many things yet continues his momentum at the helm of PSSLAI – steering the public safety sector’s most preferred savings and loan association‘s growth as its Chairman and Chief Executive Officer.
His leadership, finance, and business acumen are established through years of toil and perseverance as he pursued his studies and work at the same time. He finished his degree in Business Administration and earned his Bachelor of Laws at the University of the East in 1984 and in one take, he was admitted to the Philippine bar in 1985. He is adjudged as the Most Outstanding Senior Police Officer of the Year during the 1st Anniversary of the Philippine National Police (PNP) in 1991, a recognition awarded by then President Corazon C. Aquino. Managuelod is also the recipient of one of the most outstanding alumnus of the UE College of Law and named as one of the most outstanding alumnus of the University of the East on the celebration of its 60th Anniversary. He finished his Master in Management and a Doctorate of Philosophy in Criminology and went on to complete his Master in Business Administration in 2000. Pressures of work notwithstanding, he was able to complete his Ph.D. with a general average of 1.25 and a doctoral thesis rating Meritissimus.
His quest for learning never stops. He is a Southeast Asian Fellow and scholar of the Konrad Adenauer Siftung, a transatlantic foundation based in Germany serving over 120 countries worldwide. He is also a Fellow at the prestigious and elite Institute of Corporate Directors.
He credits his work ethics by the learnings imparted by his hardworking parents. Born in Tumawini, Isabela, Managuelod served the public for 34 years, initially with 19 years in the Philippine Constabulary and then with 15 years in the PNP. His most significant assignments were as Chief of the Legal Division of the Office of the Presidential Consultant on Military and Police Affairs (Year 1986), as Regional Director of the Criminal Investigation Service in NCR, and as Secretary of the Directorial Staff of the PNP National Headquarters. He earned his first star as the appointed Director of the Eastern Police District from 1996 to 1998 and at only 46 years old, he became one of the youngest PNP generals to be promoted to a one-star General rank.
His second star soon followed when he became the Director of the Criminal Investigation and Detection Group (CIDG). Under his remarkable leadership and performance, the CIDG was awarded the most outstanding PNP Operating Unit in 1999.
During the CIDG’s 47th anniversary celebration, then PNP Chief and now Senator Panfilo M. Lacson called him the ATTORNEY DOCTOR GENERAL sharing that Managuelod is the only PNP officer deserving of this title and adding that his life and load would surely be lighter had there been five more Managuelods under his supervision.
After CIDG, Managuelod assumed the post as the Regional Director of the Police Regional Office covering Southern Tagalog and MIMAROPA. He then handled the Directorate for Investigation and Detective Management until 2002 prior to leading PSSLAI. While his achievements in less than a year became the apple of everyone’s eyes, Managuelod sustained his impeccable work performance by managing several PNP Committees that led to the improvement and savings of the PNP procurement system. He also authored the Criminal Investigation Manual and the Police Operational Procedures Manual that are still being used by the PNP today. At the same time, he became a co-host in the TV Talk Show “Police Hour” and “Police and Other Matters” at RPN 9 and UNTV respectively.
His other affiliations include being a member of the Philippine Olympic Committee and President of the Muay Thai Association of the Philippines. He is also a martial arts practitioner of Muay Thai.
While having authored several books, his latest published material titled Basic Laws You Should Know For Your Protection which he co-authored with other notable individuals aim to reach out to the regular Juan and explain the basic legal procedures for better understanding of the ordinary Filipino. It was hailed by the Supreme Court of the Philippines thru (SGD) Justice Presbitero J. Velasco, Jr and the Public Attorney’s Office thru Atty. Persida V. Rueda- Acosta as a relevant material that demystifies laws and as an innovative guidebook with substantial information, respectively.
Definitely, his expertise in People management, Finance, Investigation, Business Intelligence and Surveillance Management, among others helped establish PSSLAI’s portfolio steering the association clear from difficult waters and even facing and defeating long standing competitions head on. His instituted reforms and vital service innovations helped propel the association with an initial capital of P54 Million into a multi-billion peso savings and loan association in the country today.
While few people may claim to have all these accomplishments in this lifetime, Chairman and CEO Managuelod smiles and shrugs off the accolades proudly sharing that his greatest achievement in life is being a family man – husband to Summa Cum Laude Percie Daquioag Managuelod, father to equally distinguished children Princess Lou, Pearl Anne, and Philline Louise, and grandfather to Alfonso Rafael, Pablo Joaquin, Juan Iñigo, and Juan Hugo.
