Atty. Lucas Managuelod F.I.C.D.
Chairman & CEO
A decorated police general, a trailblazing lawyer, a celebrated author, a TV personality, and a Philosophiae Doctor, Atty. Lucas Mallillin Managuelod juggles many things yet continues his momentum at the helm of PSSLAI – steering the public safety sector’s most preferred savings and loan association‘s growth as its Chairman and Chief Executive Officer.
His leadership, finance, and business acumen are established through years of toil and perseverance as he pursued his studies and work at the same time. He finished his degree in Business Administration and earned his Bachelor of Laws at the University of the East in 1984 and in one take, he was admitted to the Philippine Bar in 1985. He was adjudged as the Most Outstanding Senior Police Officer of the Year during the 1st Anniversary of the Philippine National Police (PNP) in 1991, a recognition awarded by then President Corazon C. Aquino.
Atty. Managuelod was also recognized as one of the most outstanding alumnus of the UE College of Law and named as one of the most outstanding alumnus of the University of the East during its 60th Anniversary celebration. He finished his Masters in Management degree, earned a Doctorate of Philosophy in Criminology degree, and still went on to complete his Masters degree in Business Administration in 2000.
Pressures of work notwithstanding, he was able to complete his Ph.D. with a general average of 1.25 and a doctoral thesis rating Meritissimus. His quest for learning never stops. He is a Southeast Asian Fellow and scholar of the Konrad Adenauer Siftung, a transatlantic foundation based in Germany serving over 120 countries worldwide. He is also a Fellow at the prestigious and elite Institute of Corporate Directors.
PDIR Ernesto Belen (RET) F.I.C.D.
Serving as PSSLAI’s President and Trustee since 2008, Retired PDIR Ernesto Villanueva Belen is a Fellow in the Institute for Corporate Directors (F.I.C.D.). He holds a Masters Degree in Public Administration and has Graduate Studies in Masters in Business Administration at the Ateneo de Manila University Graduate School of Business.
He is likewise a graduate of Communication Research at the Development Academy of the Philippines and has taken up Corporate Governance and Risk Management at De La Salle Professional schools. “Ernie” as known to his peers, served the PNP for 38 years where he served the organization with distinct honor when he made the Crime Laboratory the very first PNP unit to be ISO Certified in 2006.
He later served as the Director for Research and Development and subsequently served as the Director for Logistics until his retirement in November 2007.
PMGEN Lyndon Cubos G.I.C.D.
Police Major General Lyndon Garibay Cubos is the Director of the Directorate for Personnel and Records Management of the Philippine National Police. He is a member of the Sinagtala Class of 1986. He was born on February 3, 1964 at Anda, Pangasinan from an Ilocano fisherman and a Pangasinense deaconess. He spent his early education years at Caniogan Elementary School and finished his high school at Asbury College.
After graduating in 1986 he joined the Philippine Constabulary and was assigned at the Special Action Force. From there, his personnel management skills took off when he was first assigned with the Directorate for Personnel and Records Management (DPRM) in 1994. It was during his stint at the DPRM that he took and passed the Bar Examination in 2002. He then went on to gain experience in the PNP Crime Laboratory, the Directorate for Investigation and Detective Management, and the Directorate for Logistics.
To experience the regional office, he was assigned to the Police Regional Office 4b or Mimaropa. Thereafter, he was posted as the PNP Police Attache in San Francisco, U.S.A. when he came back he was again assigned to the Directorate for Personnel and Records Management where he gained his first star. He thereafter went to manage the Police Retirement and Benefits Service (PRBS) and the Finance Service. This wealth of experience prompted the PNP leadership to bring him back to the Directorate for Personnel and Records Management to assist and advice the Chief PNP in the management of the 203 thousand plus PNP personnel.
In recognition of his public service, he was awarded with 137 various medals, such as, the Gold Cross Medal, Military Merit Medal, The Medalya ng Kadakilaan, The AFP Combat Kagitingan Badge, Medalya ng Kagalingan, Medalya ng Katangi-Tanging Gawa, Medalya ng Pambihirang Paglilingkod, Medalya ng Katapatan sa Paglilingkod, Medalya ng Mabuting Asal, Medalya ng Kasanayan, Medalya ng Pagtulong sa Nasalanta, Medalya ng Paglilingkod sa Luzon, Medalya ng Paglaban sa Manliligalig, Medalya ng Papuri, Letters of Commendation and The United Nations Medal.
Police Major General Cubos is one of the founders of the Christian Officers Reform The Police Service or Corps Movement in 1994 which until now is raising the banner of Christ in the police service. This movement envisions the PNP to produce god-centered, service-oriented and family-based police officers. Two projects were launched in 1999 which are the “My Brother’s Keeper” program which focused on the cadets of the Philippine National Police Academy and the Bless our Cops program which is meant to reach out to those who are already in active service.
PMGEN Cubos is happily married to the former Miss Michelle Therese Gatchalian and God blessed their union with two wonderful children, Bianca Isabel and Benjamin Lyndon.
PDIR Napoleon Estilles (RET) F.I.C.D.
General Napoleon Estilles received his Doctorate degree in Peace and Security Administration from Bicol University in 2010. He also holds a Masters Degree in Business Administration from the Pamantasan ng Lunsod ng Maynila and a Bachelor’s degree in law from Southwestern University Cebu/ Jose Rizal University. He is a Fellow of the Institute for Corporate Directors (F.I.C.D.).
He has attended various trainings and seminars in the Philippines and abroad including the Annual Heads of NCB Conference in Lyon, France and a Senior Crisis Management Course conducted in Washington D.C., USA. General Estilles served the PNP for 33 years and was made Director for Plans in the PNP National Headquarters from 2012 up to his retirement in 2014. Besides these merits, General Estilles was also a full Government Scholar and a Dean’s lister at the Philippine Military Academy Batch 1981.
PCSUPT Benito Estipona (RET) CSEE & F.I.C.D.
Police Brigadier General Benito Estipona (Retired) is a Trustee of PSSLAI since 2014. He has a Masters degree in Management from the Philippine Christian University and a Bachelor of Laws degree from Jose Rizal University. He is a Career Service Executive Eligible and also has a Civil Service Professional eligibility with a rating of 93.11%. He is a graduate of the Professional Directors Program and is a Fellow of the Institute for Corporate Directors.
He finished top 8 out of the 161 graduates of the Philippine Military Academy Class of 1981. He is a recipient of numerous awards, medals and commendations including the Bronze Cross Medal, Military Merit Medals, Military Commendation Medals, PNP Outstanding Achievement Medals, Medalya ng Pambihirang Paglilingkod, and Medalya ng Kagalingan, among others.
He has also attended various trainings and seminars, such as the Pacific Training Initiative and Financial Investigation Seminar conducted by the US Federal Bureau of Investigation in Guam, USA; Cyber Crime Investigation and Police Administration Courses in Tokyo, Japan; and the Senior Crisis Management Course in Washington DC, USA. PCSupt Estipona brings with him more than 37 years of work experience which include 16 years of assignment to various key positions at the PNP Criminal Investigation and Detection Group; then as District Director of the Southern Police District, NCRPO; and then as Regional Director of Police Regional Office 4A (CALABARZON); and finally as Director of the Headquarters Support Service and Camp Commander of Camp Crame prior to his compulsory retirement from the Police Service in September 2014.
BGEN Thomas Manlongat (RET) F.I.C.D.
Retired Brigadier General Thomas Manlongat is a Fellow of the Institute of Corporate Directors (F.I.C.D) – a top institute for Modern Corporate Governance and a Trustee of PSSLAI since January 2010. He finished Top 8 in a class of 51 at the Philippine Military Academy Batch 1956 and later took various specialized military courses. He also graduated Top 1 in both Criminal Investigation Course and Lie Detector Operation Course conducted at Ft. Gordon, Georgia, USA and he finished first of the class in the PC Officers Advance Course.
His stellar career in the Philippine Military featured various command and staff positions which includes being a PC Company Commander for Cavite, Quezon, and Camarines Norte; Chief (Zone CIS,III PCZ) Cebu City; and Provincial Commander of PC Commands in Cebu, Cagayan, and Bulacan. He also held various staff positions in Camp Crame and HQ II PC Zones. For his dedication and service, he is a recipient of several decorations and awards including the Distinguished Service Star, Bronze Cross Medal, Military Merit Medal, Military Commendation Medal, among others.
PSSUPT Victorino Misael Mina (RET) G.I.C.D.
From a soldier in uniform to a self-made entrepreneur; PSSUPT Victorino “Vic” Mina has over twenty years of combined administrative and operational experience in the areas of Military, Police, and Public Safety service, including more than ten years of experience in Program Budget Preparation and Fiscal Execution in the fields of Logistics Management, Investigation, Training and Operation, and Comptrollership.
He successfully completed the Professional Directors Program conducted by the Institute of Corporate Directors in 2014 , and has also taken Wealth Management, Tax and Investment Planning courses in Langley, British Columbia, Canada in 2010. In addition to these accomplishments, he also holds a Masters degree in Business Administration earned from The International University, Missouri, USA. Prior to pursuing his MBA, he had graduated from the Philippine Military Academy in 1986, with a Bachelor of Science degree.
PDDG Romeo Odi (RET) F.I.C.D.
Whether in the efficient cubicles of the Executive Floor of the Public Safety Savings and Loans Association, Incorporated (PSSLAI) or the golf courses of Eagle Ridge, Forest Hills, and Caliraya Golf, General Romeo Olivero Odi does everything in full measure. This habit has propelled him from the lowest tier of the totem pole of officers in the Philippine Constabulary as Second Lieutenant to The Chief Directorial Staff, Philippine National Police, where he earned his third star as a General.
On his way up, he also became the Director of the Western Police District, also known as Manila’s Finest, and now the Manila Police Department, & thereafter, the Regional Director of Region 4. A multi-awarded police officer, he is the recipient of no less than 49 medals for service, achievement and heroism. He was also awarded 201 letters of commendations and plaques. Voted twice as PC Provincial Commander of the Year, one in Nueva Vizcaya, and another in Pangasinan, attests to his leadership abilities. However closest to his heart is the Cavalier Award in the Field of Command and Staff in 1988, the highest award bestowed to its alumni by the Philippine Military Academy.
Following his graduation from the Command and General Staff College in Fort Leavenworth, Kansas, USA, he was assigned as Instructor and Head of the AFP Operations Department at the Command and General Staff College in Fort Bonifacio. Here, he displayed his abilities in the academe as teacher, which led to his being chosen Instructor of the Year in 1985 by no less than his own students and peers in the military. He also served as Acting Director of the Philippines Public Safety College, Philippine National Police Academy and the PNP Training Command in 1993. His brilliant military career is not the only basis for his election in the PSSLAI. He holds a Masters Degree in Business Administration from the Ateneo University Graduate School of Business, and is a Fellow of the Institute of Corporate Directors (FICD).
His experience in the public and private sector spans several years where he served as Director of the National Power Corporation, the United Coconut Planters Bank (UCPB), and several other corporations. He also was Chairman of the Board of the Maguindanao Skycable. With his wife, Merle, a retired Professor in Anesthesiology of the College of Medicine, Philippine General Hospital, University of the Philippines, Manila, (UP-PGH) and a multi-awarded anesthesiologist, they raised four children.
Tygran and Alexandra, both medical doctors, are now Associate Professors of Anesthesiology of the UP-PGH. This achievement gained for them the Family of the Year Award for 2012 by the University of the Philippines Medical Alumni Society.
PCSUPT Fidel Posadas (RET) G.I.C.D.
PCSUPT Fidel G Posadas holds a Masteral Degree in Management from Colegio de Los Baños in Laguna. He is a graduate of the premier educational institution of the Philippine National Police and belongs to Magiting Class of 1983. He has completed all the mandatory trainings such as: Officer Basic and Advance Course and the Officer Senior Executive Course.
He has attended various trainings abroad: Urban Patrol Tactics and Techniques (Louisiana, USA); Overseas Management Development Course (Exeter City, Kingdom of Great Britain); Instructors Development Course (New Mexico, USA) and Royal Police Management (Hongkong Royal Police Academy). He has to his credit the 2nd and 1st Class Police Eligibility and has obtained the mark of distinction for being Nr 1 in the 2nd Police Executive Service Eligibility examination conducted by the National Police Commission.
His competency in diverse occupational skills in Police Administration, Personnel/ Installation/ Document Security, Public Safety and Personnel Management led to his conferment of awards and decorations and his being afforded to occupy key positions in the PNP such as: Regional Officer of CIDG in Regional Command 1, 2 and 4; Provincial Director of Quezon and Cavite Province; Regional Chief Directorial Staff of PRO Cordillera; Deputy District Director for Operations, Manila Police District; and prior to his retirement after more than three decades in the Police Service, he has been designated as Deputy Director of the Directorate for Integrated Police Operations – Southern Luzon.
His expertise, management leadership qualities and skills will undoubtedly contribute to the realization and attainment of the vision and mission of PSSLAI all geared towards the welfare, interior and well-being of our Association’s stakeholders.
PDIR Catalino Rodriguez Jr. (RET) G.I.C.D.
Two-star General Catalino Rodriguez has been a Trustee of PSSLAI since January 2014. He received a Masters in Management degree from the Philippine Christian University and a Post Degree Certificate in Criminal Justice and Police Management from Leicester University in the United Kingdom.
He was the Director of the PNP Directorate of Research and Development and has attended numerous trainings in the Philippines and abroad including Security, Stability Transition, and Reconstruction training conducted at the Asia Pacific Center for Security Studies in Hawaii and the International Commander Program at the Centrex, Brampshill Hampshire in United Kingdom. He has attended the professional Directors’ Program of the Institute for Corporate Directors.
Joy Maneja, G.I.C.D.
Head - Internal Audit Department
Joy Maneja, as head of PSSLAI’s Audit Department, provides her independent and objective expertise in making sure that there are proper checks and balances within the Association. She sees to it that the internal framework is in line with the management’s objectives. She has the sound ability and expertise to anticipate and factor in all possible scenarios that PSSLAI may encounter so as to minimize or even totally avoid and eliminate and properly manage all risks and difficulties.
She is expected to carry-out intelligent planning and organizing proper monitoring of PSSLAI’s financial management to ensure that sound financial accounting practice is consistently achieved with proper coordination with the Bangko Sentral ng Pilipinas and external auditors, thus maximizing the efficiency of the Association’s internal control system and operations.
