PSSLAI launches its PSSLAI - UNILAB Pharmacy
Just barely a month after the 2 weeks anniversary festivities, PSSLAI once again delivered to its members another delightfully events of fun, games and exciting surprises.
PSSLAI, in partnership with United Laboratories, Incorporated (UNILAB), unveiled its Pharmacy services dubbed as “Murang Gamot para sa PNP”. Said program was celebrated festively for 2 days (August 3 and 4, 2011) with the following line up of activities:

Salute to PSSLAI Member, PO2 Eduardo Santiago for his Heroic Act
PO2 Eduardo Santiago (PO2 Santiago) of Laguna police successfully gunned down a hostage taker and saved two (2) children who were taken as hostages on board of a hijacked Five Star Bus from Pasay, Manila along NLEX on Monday afternoon, 30 May 2011. The bus with plate number AWA-773 was allegedly headed for Alaminos, Pangasinan.
According to reports, upon reaching Barangay Akle in Mexico, Pampanga, the suspect identified as Isidro Brini (Brini) of Cutud, Angeles City drew a bolo and asked the bus driver to pull over. Brini allowed the passengers to alight in the bus but kept one-year-old Carla Sarmiento of Pampanga and five-year-old Mig Axle Bunustro of Pangasinan as hostages.
Incidentally, another Five Star bus stopped to check if the first bus has engine problem upon seeing passengers and the bus driver coming out. Upon knowing of the ongoing hostage crisis, PO2 Santiago, who is one of the passengers of the second bus and happens to be clad in plain clothes, volunteered to drive the bus pretending to be an ordinary civilian. Before boarding the bus though, PO2 Santiago informed the NLEX highway patrol that he is a policeman.
Police forces in the northern area were alerted. Upon reaching the Mabalacat area, a team of policemen, on board a mobile patrol, spotted and chased the bus.
Brini was apparently disturbed by the chasing patrol car and was to harm his hostages. Sensing danger, PO2 Santiago stopped the bus and struggled with the suspect for the bolo. The cop managed to pull out his pistol which he deliberately hid from the suspect and fired at Brini as their bus hit a dump truck along the road.
Brini had three (3) other companions which according to reports were not involved in the incident.
As commendation for his bravery and heroic act, on June 13, 2011, PSSLAI awarded PO2 Ed Santiago Php 10,000.00 cash, a FortuneCare health card and a PC Tablet. He was also given a Certificate of Recognition signed by the Association’s Vice-Chairman PDIR Lucas M. Managuelod (Ret) and PDIR Ernesto V. Belen (Ret), President.
To PO2 Eduardo Santiago, a policeman in the truest sense of the word! You are one true protector of the people.

Speech of the Chairman of the Board and Chief of the Philippine National Police
(During the occasion of PSSLAI-PNP Social Night at the MO2 Westown Hotel, Iloilo City, 23, 2011)
Greetings was made by PDG Raul M. Bacalzo to all the local executives present, former officers of the PNP and all the officers and staff of Police Regional Office 6, members of the Board of PSSLAI, Management and staff, to PDEA Region 6 and to the local media present.
(excerpts of his speech)…..Malapit sa puso ko ang PSSLAI because I was the Charter Secretary of PSSLAI, kami ang bumuo ng PSSLAI.
In fact, I practically drafted the constitution and by-laws of the Association. Although there have been so many changes already or amendments but the original Articles of Incorporation and its by-laws were practically drafted by me as the Charter Secretary – so ganyan ka-espesyal ang PSSLAI sa akin. And I know the mission and purpose for which PSSLAI was established and organized which is for the welfare and well being of the policemen.
Sigurado po ako dyan dahil ako ang gumawa ng by-laws pati na ang Articles and Incorporation.
So I would like to encourage the officers and members of Region 6 – LET US SUPPORT THE ASSOCIATION. THIS IS FOR US. We never designed it for anything else but for the well being and welfare of the policemen. That is the long term vision of PSSLAI at ipagpapatuloy po natin yan…nagkataon lang na naging Chief PNP ako at the same time ay Chairman of the Board of the Association. But just the same, even if I were not the CPNP..I will continue to support PSSLAI because of my association with PSSLAI was long before it was organized and registered with the SEC and Central Bank.
I would like to encourage again the members of PRO-6 at alam ko naman na ang present leadership of PSSLAI from the Vice-Chairman, the President and to the management – will also look into the welfare and well being of not only REGION 6 but all regions and all policemen in general.
The PNP-PSSLAI Social night was attended by the City Mayor of Iloilo, Honorable Jeff Patrick Mabilog, Sanguniang Panlalawigan PDDG Gerry Flores, Former CPNP PDG Edmundo Larroza, Lambunao Mayor PCSUPT Reynor Gonzales, PDEA 6 Director Paul Ledesma, DIPO-Western Visayas PDIR Jaime Calungsod, PRO 6 Director PCSUPT Cipriano Querol and all the officers and members of Police Regional Office 6.

It was last October 6, 2010, during the celebration of PNP Engineering Service’s 16th Anniversary when the BIG CHALLENGE was thrown away by PSSLAI President and CEO retired PDIR Ernesto V Belen to the Regional Director, PCSUPT Cristino C. Campanilla. The challenge was to turn over 100% PSSLAI members out of the more than 240 personnel of the PNP Engineering Service before the end of the year and PSSLAI will support the computerization of all the regional offices of the Engineering Service. The said challenge was very much accepted by the director.
This challenge was announced by the PSSLAI President during the turn-over of 1 Acer laptop, 1 Nikon photocopier and 4 units’ desktop computers with printers that were requested by the PNP Engineering Service.
True to his words, PSSUPT Campanilla through PSINSP Oliver G. Ocampo submitted their final Recapitulation List last December 16, 2010 which was verified by PSSLAI. And so, last February 18, 2011 - seventeen (17) sets of desktop computers with printers were turned over to the 17 Regional Offices of the PNP Engineering Service. Sa Engineering Service – lahat ay miyembro ng PSSLAI!!!
PSSLAI Gives Assistance to Victims of Typhoon Ondoy

PSSLAI joins the whole nation in its massive effort to assist victims of Typhoon Ondoy by providing relief assistance to communities affected by the worst typhoons that struck the country this year.
As part of its corporate social responsibility, PSSLAI donated 500 bags of relief goods, each bag containing ready to eat food, mineral water, disinfectant and toiletries. It can be observed that our Association opted to use a reusable backpack that is waterproof and can be useful for the families affected especially their children. When everything returns to normal, these bags can be used as school bags by the children.
Through the partnership with the Philippine National Police, specifically the Police Community Relations Group, said items were distributed to areas affected by the flood. PSI Dinah Colminero received the relief goods on behalf of PCRG Director, PCSUPT Nicanor A. Bartolome.
Ondoy's onslaught brought a month's worth of rainfall over Metro Manila, causing the worst flooding in 40 years. Ondoy has marked a place in history as one of the country's most damaging typhoons.
THE PRESIDENT'S REPORT (On the occasion of PSSLAI's 8th Annual Assembly)
HISTORY
GOOD MORNING.
I am privileged to brief the Chief, PNP PDG Raul M Bacalzo who is concurrently the Chairman of the Board, our Board of Trustees and our PNP uniformed and non-uniformed personnel members of the outcome of PSSLAI’s operations for the year 2010.
As a background, the PSSLAI was founded in 2003 with the vision of improving the quality of life of all PNP personnel by providing them with financial benefits and economic opportunities. In 2010, PSSLAI focused itself better with the acronym “ASSIST” which stands for Accountability to Stakeholders through Service Excellence, Integrity, Social Responsiveness and Trustworthiness. Since its inception, PSSLAI has grown significantly from an initial capital base of Php54M to its present total resource of Php7.924B.
2010 proved to be a good year for PSSLAI despite challenges experienced by the Association. Challenges that resulted from various policies implemented by the PNP, the training schools and our competitors, not to say the least, the National and Barangay Elections held last year. Growth was experienced in all corners of its business, most especially in its loan and deposit generation. Overall, it realized a 109.44% accomplishment rating for 2010. It was also last year that PSSLAI achieved another milestone – PSSLAI realized a net income before dividend declaration of Php1.12B. Surpassing for the first time the Php1.0B mark.
The PSSLAI Board and Management would like to highlight the accomplishments of the company with respect to its broad objectives of (1) strengthening the company’s financial health, (2) increasing its membership base, (3) improving its loan portfolio and lastly, (4) corporate social responsibility.
Let me then invite all of you to view in detail the operation of your savings and loan association for year 2010.
OPERATIONAL HIGHLIGHTS FOR THE YEAR IN REVIEW
FINANCIAL:
PSSLAI grew by 29.1% in terms of its total assets. Total assets now stand at 7.924B from 6.139B, an increase of 29.1%. This was mainly due to the increase in loans and investments. Loans grew to 5.4B or 18.2% while investments in government securities and accredited banks increased by 65% to become 2.4B. Even as loans increased substantially, the association was able to have controlled past due level of 1.8%. Increase in assets were mainly resulting from the inflow of (1) Capital Contribution (2) Deposit Liabilities and (3) Increase income realization.
Capital Contribution balances grew by 26.9% or 1.173B while Premium Savings deposits increased by 15.9% or php111.4M. Income from loans for 2010 was at 1.053B or an increase of 24.4% from the previous year.
Gross income of the association grew by 29.1% to become 1.342B. Income from loans being the greatest contributor to the growth, seconded by income from investments with an average return of 5.488% P.A to PSSLAI. Since total expense was controlled below 20% of total gross income, net income before dividend declaration grew to 1.12B or 26.9%.
Expenses of the association were divided in two categories namely the personnel expense and maintenance and operating expense. Personnel expense against total expense was lower for 2010 than the previous year. It improved to 12.7% from 16.15% while maintenance and operating expense increased from 83.84% to 87.3% of total expense. This is primarily due to provisions for probable losses as a direct result of the association’s decisions to rescind the co-maker policy for loan availments.
All of these were key factors in abling PSSLAI maintain the dividend rate of 18% per annum. For 2010, the total amount declared as dividends reached php862.8M, up by 29.9% from the previous year. The association was also able to augment its reserves such as withdrawable share reserve by 7%, computerization fund by 57.5% building fund by 72.2% and its surplus free by 49.85%.strengthening these reserves indicate the PSSLAI board of trustees and management’s commitment in ensuring the continuous stability and reliability of the association.
MEMBERSHIP:
The target for 2010 in terms of membership solicitation was 16.476. expected new members would come from the newly hired PNP personnel or the new recruits as we call it. But due to policies initiated by the training schools and the national elections held last year, this amount was not met and was short by 36.11%. But 2010 was also the year when we saw “LOYALTY”. Loyalty originating from the endorsement done by the PSSUPT Cristino Campanilla, director of the engineering unit. He was able to recruit 100% of personnel complement of the engineering service to become members of the PSSLAI. Thus proving that the influence the head is vital in convincing the personnel to become members. We sincerely believe in the hierarchy of the PNP that they too would also actively endorse PSSLAI to all PNP personnel, whether NUP, PNCO, PCO or New Recruit. For us to truly say, “PSSLAI NGA ANG TALAGANG BANGKO NG PULIS”.
Overall, membership still despite not meeting the targeted amount. Membership now stands at 84,255. 75,591 of whom are active PNP members or 57.15% of the total numbers of PNP personnel, while 8,664 are dependents and retired PNP personnel.
PERSONNEL:
The association’s personnel complement increased by seven (7) from the previous year. Making the total manpower of PSSLAI to 91. In computing for the efficiency level of each employee against loan and income generated, figures will show that the operations per employee greatly improved. The average loan release per employee is php49.2M by php5.0M the previous year. Income generation per employee stood at php14.75M per employee, up by php2.23M the previous year.
Despite the 9% increase in manpower complement, it was able to handle increases in membership of 14.27% and loans of 19.96%.
COMMITMENT TO THE MEMBERS THROUGH THE PNP
The association has constantly assured the Philippine National Police of its support. Through the Balik Tanaw Program, PSSLAI has donated various equipments to the offices of the PNP nationwide totaling php9.39M in 2010. It is he association’s way of giving back to its mother unit the blessings it has received for the year, a corporate social responsibility to which PSSLAI management is firmly committed.
FUTURE PLANS
2011 presents a better year for the country as a whole. With the experienced boom of our economy, growth in the savings and loan industry is expected.
It is in this regard that the association has lined up the following programs to sustain its growth and take advantage of these opportunities:
- Construction of a new building to improve the facilities and services of the head office.
- Activation of the newly constructed regional field offices in Bacolod and Pagadian.
- Increase in the number of loan caravan to 5 trips per Regional Field Office.
- Creation and deployment of Marketing Representatives to cover the different offices of the PNP in the whole country.
- Enhancement of our present operational system.
- Offering of new products and services that would better suit the need of the members.
We expect that these plans shall work well for the benefit of our members whom we have always valued since the start of PSSLAI’s operations.
In closing, I would like to extend my gratitude and heartfelt thanks to those who helped us achieve our goals. To team PSSLAI for their dedication, hard work and determination, to the members for their unwavering faith and confidence in us; and to the board of trustees for the untiring support and guidance to the PSSLAI Management.

PSSLAI Easy Cash Wallet, the country's only free ATM that does not require any maintaining balance, was recently awarded to PSSLAI at the NATIONAL LEVEL.
