CHAIRMAN AND CEO
Retired General Lucas Mallillin Managuelod, PSSLAI Acting Chairman and concurrent Vice-Chairman and Chief Executive Officer (CEO), is a Fellow of the Institute for Corporate Directors (F.I.C.D.). He finished his degree in Business Administration and earned his Bachelor of Laws in 1984 at the University of the East and was admitted to the Philippine bar in 1985. He is adjudged as the Most Outstanding Senior Police Officer of the Year during the 1st Anniversary of the Philippine National Police (PNP) in 1991, a recognition awarded by then President Corazon C. Aquino. Managuelod is also the recipient of one of the most outstanding alumnus of the UE College of Law and named as one of the most outstanding alumnus of the University of the East on the celebration of its 60th Anniversary. He finished his Master in Management and a Doctorate Degree in Criminology and went on to complete his Master in Business Administration in 2000. His other affiliations include being a member of the Philippine Olympic Committee and President of the Muay Thai Association of the Philippines. He is also a martial arts practitioner of Muay Thai.
In addition to these accomplishments, Managuelod is a most bemedalled 2-star General and has served the public for 34 years, initially with 19 years in the Philippine Constabulary and then with 15 years in the PNP. His most significant assignments were as Chief of the Legal Division of the Office of the Presidential Consultant on Military and Police Affairs (Year 1986), as Regional Director of the Criminal Investigation Service in NCR, and as Secretary of the Directorial Staff of the PNP National Headquarters. He was then appointed Director of the Eastern Police District from 1996-1998 and subsequently as Director of the Criminal Investigation and Detection Group (CIDG), under his leadership the CIDG was awarded the most outstanding PNP Operating Unit in 1999. Because of his remarkable performance, at only 46 years old he was promoted to one-star General – a feat for he is one of the youngest in the PNP that is promoted to this rank. He assumed the post as Regional Director of the Police Regional Office covering Southern Tagalog and MIMAROPA a year later. He then handled the Directorate for Investigation and Detective Management until 2002 prior to managing PSSLAI. Managuelod chaired several Committees in the PNP that led to the improvement and savings of the PNP procurement system and authored the Criminal Investigation Manual and the Police Operational Procedures that are presently being used by the PNP. He also became a co-host in the TV Talk Show “Police Hour” and “Police and Other Matters” at RPN 9 and UNTV subsequently. His various areas of expertise that include Investigation, Finance, Business, Intelligence and Surveillance Management, among others helped establish the savings and loan portfolio of PSSLAI and instituted reforms and vital service innovations that helped propel the association with an initial capital of P54 Million into a multi-billion peso savings and loan association in the country today.
Serving as President and Trustee since 2008, Retired PDIR Ernesto Villanueva Belen is a Fellow in the Institute for Corporate Directors (F.I.C.D.). He holds a Masters Degree in Public Administration and has Graduate Studies in Masters in Business Administration at the Ateneo de Manila University Graduate School of Business. He is likewise a graduate of Communication Research at the Development Academy of the Philippines and has taken up Corporate Governance and Risk Management at De La Salle Professional schools.
“Ernie” as known to his peers, served the PNP for 38 years where he served the organization with distinct honor when he made the Crime Laboratory the very first PNP unit to be ISO Certified in 2006. He later served as the Director for Research and Development and subsequently served as the Director for Logistics until his retirement in November 2007.
VICE-PRESIDENT FOR SUPPORT SERVICES GROUP
Gerald Castillo is the Vice President (VP) for Support Services Group composed of four (4) Departments, namely the Human Capital Management, Accounting, Information Technology and General Services. He is also the concurrent Head of the Human Capital Management Department. He started with PSSLAI in 2010 as Administration Department Head until his promotion to VP in May 2014.
Before working for PSSLAI, he worked for three (3) years in the field of Human Resources Management and Business Development, particularly in the Oil and Gas Industry in Canada, for Roevin Technical People, the Engineering arm of Adecco Worldwide (the largest recruitment Company in the World). He also served as the Human Resources Management Director of the Canadian Immigration Consultancy and its seven (7) subsidiaries (Companies in the field of Telecommunication, Accounting, Auditing, Financial Services, Travel and Tours, Management Consultancy and Recruitment) for seven (7) years. He started his career and served at the Philippine National Bank (PNB) for six (6) years in Human Resources Management Department as a Human Resources management Officer and almost two (2) years in the Risk Management Group as a Credit Review Officer. While at PNB, he also handled additional functions apart from his regular assignment as Member Secretariat for PNB’s Investment and Risk Management Committee and the PNB Foundation, among others.
His extensive work background in the field of Human Resources Management ensured consistent achievement of the overall financial goals of the Association as he was able to develop, design and formulate various policies and programs that significantly improved the employee performance and welfare leading to high productivity and conformity to the Association’s objectives.
“Ge”, as he is fondly called, graduated in the Professional Directors Program of the Institute for Corporate Directors in 2012. He also holds a Bachelor of Arts Degree in Philosophy (Minor in Psychology) from the University of the Philippines, Diliman and completed the units in his Masters Degree in Human Resource Management and Labor Laws also from UP Diliman.
VICE-PRESIDENT FOR OPERATIONS
Justina Elieza Lukban Galvante is the Vice President for Operations overseeing five (5) Departments, i.e. Finance, Membership and Customer Care, Loans Monitoring and Collection, Accounts Management and Sales and Marketing. Justina joined PSSLAI since its inception in 2003 as its General Manager until her promotion to VP in May 2014. Her dedication and service to PSSLAI spans more than a decade. Through her leadership, she facilitated the growth of the Association from its start-up capital of P54M to its present asset base of P34B and has helped drive Team PSSLAI reach its target.
Before PSSLAI, she worked for nine (9) years in the field of Banking and Finance with the local unit of the UOB Group of Singapore. She rose from the ranks and became a Senior Manager in the span of 9 years until her decision to retire. Her extensive knowledge and work experience in the field of Finance and Loan Operations ensured the constant attainment of the overall objective of PSSLAI.
She graduated in the Professional Directors Program of the Institute of Corporate Directors in 2011 and holds a Bachelor of Science Degree in Commerce (Major in Business Management) at the De La Salle University Manila.
FINANCE SERVICES DEPARTMENT HEAD – ASSISTANT VICE PRESIDENT
Robert Santos is PSSLAI’s Assistant Vice President as well as the concurrent head of the Finance Services Department. He is in charge of the overall supervision of PSSLAI’s Finance Services and likewise liaises with fund managers and recommends sound financial management strategies to the Board of Trustees for the short term and commercial placements and investments. “Bob”, as he is fondly called, is also responsible for the monitoring of the Association’s yield of investments as well as checking of its daily funding requirements. Prior to the Association’s reorganization in 2014 where most departments were broadened to accommodate its growing members, Bob also managed the Membership unit for 7 years in addition to managing the Cashier and Disbursing units.
Before his employment with PSSLAI in 2007, he was the Finance and Administrative Manager of the Jesuit Communications Foundation, Inc. in 2006 and the Office Manager for the Jesuit Music Ministry of Jesuit Communications Foundation, Inc. from 2002. He has also worked for the United Overseas Bank formerly Westmont Bank from 1986 to 2002 where his last held position was as the Assistant Manager for its Ortigas Center Branch. Robert Santos holds a Bachelor of Accountancy Degree from the Polytechnic University of the Philippines.
INFORMATION TECHNOLOGY DEPARTMENT HEAD
C’zar Castillo heads PSSLAI’s Information Technology or IT Department. He has over 16 years of Information Technology and Business Management experience in the industries of Banking, Telecommunications, and Business Process Outsourcing. Since being onboard PSSLAI on July 2013, he has made headways in implementing customer-centric platforms that improved the systems used by the Association’s stakeholders as well as ensure the delivery of prompt and accurate information that resulted to faster customer transaction time.
His breakthroughs for PSSLAI include IT Ticketing System and Project Management System, Google Apps Email for all employees, Document Management System, Network Monitoring System, Upgraded Kiosk System with New ID Printing Solution, Central SMS system for all members, Call Center Solution for the Electronic Loan, Upgrades and Modifications on the Core Banking system, Corporate Secured Cloud Solution, and Digitization Project.
Prior to working for PSSLAI, he served as an E-Channels Project Manager for Planters Development Bank in 2013, as a Business Project Manager for MSIT Inc (Globe Telecom) in 2012, and as Project Manager for ITech Global (A JG Summit BPO) from 2009 to April 2012. In addition, he was also a Business Analyst, Project Manager, and Software Architect for Globe Telecom from 2006 to 2009. His other work experiences include being the Developer for Banco San Juan from 2001 to 2005 and being the Programmer for Merchants Bank from 1998 to 2001. C’zar holds a Bachelor’s degree in Computer Information Science from the AMA Computer University.
LOANS MONITORING & COLLECTION DEPARTMENT HEAD
As the Head of the Loans Monitoring and Collection Department (LMCD), Michelle Dinio ensures that an effective process of tracking and collection of loans is in place and is operational to make certain that the Association will achieve its revenue goals.
Prior to being the LMCD Head on January 2015, she was the PSSLAI Membership and Customer Care Department Head from January to December 2014. In less than a year, she was able to make strides in boosting member patronage through the developments of various customer-centric programs such as the development of a dedicated Customer Care Unit, the refinement of PSSLAI Mode of Contact (Facebook, Hotline, Mobile Phone numbers, Contact Centre) that was clearly shared to members, Annual CSR programs, Updated policies on Family Accounts and Member Classification, and Annual Member Satisfaction survey. She likewise initiated the partnership with Company Cares that resulted to PSSLAI Members having the opportunity to avail of discounted medicines.
During this period, her accomplishment highlight was when she was the project lead for the MOA Signing between PSSLAI and the PNP with the public safety institution committing to recognizing PSSLAI as their sole and exclusive Savings & Loan Association or SLAI.
Before PSSLAI, Michelle has over eight (8) years of experience working for Multinational corporations such as Panasonic where she was the Marketing Section Manager for Panasonic Manufacturing Philippines Corporation from 2012 to 2014 and the Senior Marketing Executive (Planning) for Panasonic Electric Works Sales Philippines Corporation from 2008 to 2012. She also worked for Perla Compañia de Seguros, Inc. from 2006 to 2008. Michelle holds a Bachelor of Science in Business Management degree from the University of the Philippines, graduated upper 8% of the batch during her Secondary education in Science High School, and was Class Valedictorian of San Josef Elementary School in 1998.
SALES AND MARKETING DEPARTMENT HEAD
Jill, as she likes to be called, is a Bachelor of Arts degree holder who Majored in Developmental Studies from the University of the Philippines Manila. She also has Masteral units in Industrial Relations program of UP Diliman and a short course certificate in Personal Entrepreneurial Development from the same prestigious institution’s Open University.
Her solid background and experience in marketing communications, financials, and banking started as a Bancassurance Account Officer with the Great Pacific Life Assurance Corporation or Grepalife and moved to greater heights when she joined the Philippine National Bank (PNB) as the BancAssurance Product Manager for Life Business. Having stayed with the PNB group for 6 years, she then expanded her knowledge and career horizon by moving to PNB Life Insurance, formerly New York Life Insurance Inc., as a Consultant tasked to set-up the bancassurance partnership between PNB and PNB Life.
However, she soon bolstered her expertise and know-how by joining Maybank Philippines, Inc. initially as the Product Management Officer. Her ability and prowess in capturing product and market opportunities through proactive sourcing, product development, creating strategic and tactical marketing programs, identifying new product segments, and more shined through and in just 1 month from hiring, she was promoted as Head of Maybank’s Brand Management & Marketing/Retail Marketing Management Department and Head of the Emerging Affluent Segment. Among her many accomplishment in her 6 years of tenure at Maybank, the highlights of her work include developing and formulating the bank’s retail marketing plan and leading the expansion and management of the bank’s primary distribution channels.
ACCOUNTS MANAGEMENT DEPARTMENT HEAD
Mary Ann Morante is the Head of the Accounts Management Department from PSSLAI’s start-up in 2003 to present. As part of the pioneer group of employees, she helped establish several policies and systems that translated to the smooth loan application of all PSSLAI members nationwide. Apart from approving daily loan releases as well as overseeing the operations of the Accounts Management Department, she also identifies key areas for improvement and recommends and supervises enhancements to ensure PSSLAI’s flawless service to borrowers and stakeholders.
Prior to working for PSSLAI, Mary Ann has had eight (8) years of solid banking experience as a Loans Specialist for the Bank of the Philippine Islands (BPI). Known to her friends as ‘Maan’, she holds a Bachelor of Science in Business Administration degree from Miriam College.
ACCOUNTING DEPARTMENT HEAD
Melinda Perez, the Head of PSSLAI’s Accounting Department, is a Certified Public Accountant with thirty-three (33) years of solid accounting and banking experience gained from Multi-National financial institutions, including her nine (9) years of dedicated service to PSSLAI.
“Melin”, as she is fondly called in the PSSLAI Family, is responsible for all areas related to financial reporting. She also has the outstanding ability to develop and maintain sound accounting principles, practices, and procedures that ensure accurate and timely financial statements in strict compliance with the set standard rules and regulations.
Prior to working for PSSLAI, she was the Branch Operating Officer of Metropolitan Bank and Trust Co. Escolta Branch where she supervised daily operations that resulted to the attainment of targets and the delivery of quality service to clients. She was with Metrobank from 2000 to 2006. Before this, she rose from the ranks beginning as an Audit Clerk for Solidbank Corporation (Escolta Branch) in 1982 for its Audit Division and then was the Operations Control Officer of the same bank from 1991 to 2000. Melin Majored in Accounting holding a Bachelor of Science in Business Administration degree from the University of the East Manila.
GENERAL SERVICES DEPARTMENT HEAD
Rey Rubio heads PSSLAI’s General Services Department and has ten years of experience in the Property Management industry. He is also a Certified Building for Ecologically Responsive Design Excellence Professional having passed the stringent examination of the Philippine Green Building Council by TÜV Rheinland in 2014.
His responsibilities include property and asset management, procurement planning and inventory management, courier management, assistance in property security, and managing of the Association’s transportation requirements. He also previously worked at CB Richard Ellis, international Real Estate Company & a First Oceanic Property Management (subsidiary of MEGAWORLD CORP.).
Rey holds a Bachelor of Science degree in Commerce from the Far Eastern University.
MEMBERSHIP AND CUSTOMER CARE DEPARTMENT HEAD
Gladys Abegail R. Sinel initially worked for PSSLAI as an Extension Office (EO) Sales Supervisor in 2014, Management quickly saw the professionalism, analytical skills, discipline, and competency of Gladys, thus immediately promoting her to oversee as the Head of the Membership Department.
She has solid banking experience when she was employed as a high-counter staff and on-line teller at the Bank of the Philippine Islands from 1998 to 2001; and she also honed her efficiency, coordination skills, and attention to details when she was a Logistics Management Officer for the PNP Logistics Support Service from 2001 to 2004.
She holds a Masters degree in Public Administration Major in Organizational Studies from UP Diliman as well as a Bachelor of Arts degree in Broadcast Communication also from the same prestigious university. Gladys was also selected as in-house model for PSSLAI’s brochures, tarps and ads in view of her gracious smile, beauty and charm.
